This is the Brisbane Coat of Arms.
That pretzel shaped knot in the centre is called the Stafford Knot. This knot belonged to the de Stafford family from Staffordshire county in England . Apparently the knot is shaped this way because 3 felons who convicted a crime together were due to be executed in Stafford Gaol but they didn’t know who should be hung first, so the hangman solved the problem by creating this knot and hanging the three men at the same time!
The knot also appears on the Stafford flag 11 times.
